BUDGET HEARING AND
TOWN BOARD MEETING
DECEMBER 8, 2011
The Town of Newton public budget hearing was opened at 6 p.m. on Thursday, December 8, 2011 at the Newton Town Hall. Present: Kevin Behnke, Roger Busse, Mark Knorr, Barbara Pankratz, Joe Janowski and Charlie Bauer. The meeting was opened when all recited the Pledge of Allegiance. Chairman Behnke explained the process of the budgeting explaining the expenses and revenues. There were no questions about the same. Charlie Bauer made a motion to approve the 2012 highway expenditures. Said motion was seconded by Roger Busse and carried. Charlie Bauer made a motion to approve the 2012 tax levy for the Town of Newton. The motion was seconded by Mark Knorr and carried. Charlie Bauer made a motion to adopt the 2012 Town of Newton budget as presented. The motion was seconded by Joe Janowski and passed.
Motion was made by Mark Knorr and seconded by Roger Busse to close the public budget hearing. Motion carried.
The regular town board meeting was opened immediately following the adjournment of the public budget hearing. Val Jean Marcoe, Ed Downing and Paulette Vogt were present. The clerk ascertained posting and receipt of the affidavit for the meeting. Roger Busse made a motion to accept the November minutes. Said motion was seconded by Mark Knorr and passed.
The next item was the treasurer’s report submitted to the board previous to the meeting. Said report was for November. Roger Busse questioned the fact that her report was for November and the check report submitted by the clerk was for December. Chairman Behnke explained the reasoning for this being that the treasurer’s report showing expenses and revenues told what was done and the check report from the clerk was statements that would be paid after the meeting. Both reports indicated what payments were made showing exactly where the town money is going and any income coming in. After this discussion Mark Knorr made a motion to accept the treasurer’s report. Roger Busse seconded the motion which carried.
Joe Janowski, Zoning Administrator gave his report of matters he dealt with since our November meeting. Joe also gave a report on Working Lands Initiative which was in reference to 2011 WI ACT 32 in the biennial budget bill referring to conversion fee requirements.
Mark Knorr, Supervisor stated that Tom Hochkammer, Fire Chief would like to meet with the Town Board to discuss our present burning ordinance. The Fire Department is looking for a better way to implement the ordinance.
Roger Busse, Supervisor stated that the correct statement has been received from Larry’s Hauling and that the cardboard container was emptied every other week. He also indicated that Jennifer and John Mundstock, Recycling Attendants, were willing to work at the Recycling Center on Saturday, December 24th and Saturday, December 31st from 8 a.m. to noon. The Board indicated this was fine. Kevin complimented Roger on the fine work he has done at the Recycling Center.
Paulette Vogt, Treasurer requested permission from the Board to open a SuperNow account in our designated bank (Bank First National). Tax collections exceeding $650,000. would be deposited in that account which is used for just municipalities and is insured one hundred per cent. The interest rate would be she same as we have now.
Paulette also indicated that she had received a call from Jeff Liban inquiring about a sewer money refund. It was decided that this was in reference to the Silver Creek Sanitary District which was disbanded and money was distributed back to the property owners. Paulette will contact Mr. Liban and tell him who to call about this matter.
ValJean Marcoe, Law Enforcement Officer gave his final call report to the Town of Newton Board as he is resigning as of December 31, 2011. He returned all papers and supplies to the Board that he had in reference to this position. Kevin thanked him for his years of service to the Town. There is a person interested in this position that the Board will interview and make their decision in the near future.
Chairman Behnke made a motion to appoint Ed Downing, Road Supervisor to be the reflective maintenance sign appointee to administer the program for signage in the township and road sign reflectivity. Mark Knorr seconded the motion which carried.
Chairman Behnke made a motion that the Board approve the amendment to the Citation Ordinance 12811. Said ordinance amendment was seconded by Roger Busse. Motion carried.
A Budget Resolution No. 120811 was introduced which changed the 2012 Budget internally by transferring money out of one account to another. It did not change the outcome of the budget. This was put into a motion by Mark Knorr and seconded by Roger Busse. Said motion passed.
The matter of a cleaning person for the Town of Newton buildings was the next item of business. It was decided to interview two people in a closed session on Monday, December 19, 2011 at 6:15 p.m.
Bob Marheine from the Fire Department appeared before the Board to give back to the Town a check in the amount of $14,571.52 which was money given to the Department by the Town toward their radio grant.
Kevin made a motion to accept the statement for the checks submitted by the Clerk. Mark Knorr seconded the motion which carried.
The clerk also submitted the names of the appointed Special Registration Deputies for voting who are Nicole Hamann, High School Secretary in the Manitowoc School system and Pat Nickels who is a High School Secretary in the Valders High School system.
There being no further business to come before the meeting we adjourned by motion made by Kevin Behnke and seconded by Mark Knorr. Motion carried.
