Comprehensive Planning is an attempt to establish guidelines addressing the future growth of the Town of Newton. A comprehensive plan is the formal document for planning this future growth.
The document is official in nature, meaning that it is designed to be adopted in law by the Newton Town Board. It is used to address the constant change of a community. The document serves as a policy guide to decisions about community development.

Joint Meeting and Public Hearing Notice
Ordinance to Adopt the Town of Newton Year 2030 Comprehensive Plan
PLEASE TAKE NOTICE THAT the Town of Newton Town Board and Plan Commission will conduct a joint meeting and public hearing on a proposed ordinance to adopt the Town of Newton Year 2030 Comprehensive Plan. The joint meeting and public hearing will be held on September 9, 2009 at 7:00 p.m. at the Town Hall, 6532 Carstens Lake Road, Manitowoc.
The Town of Newton Year 2030 Comprehensive Plan is a policy document that will be used by the Town Plan Commission and Town Board as a guide for making decisions regarding land use and development in the community. The plan contains background information and goals, objectives, policies and recommendations addressing each of the following nine (9) plan elements required by Wisconsin's "Smart Growth" comprehensive planning legislation.
1. Issues and Opportunities;
2. Housing;
3. Transportation;
4. Utilities and Community Facilities;
5. Agricultural, Natural and Cultural Resources;
6. Economic Development;
7. Intergovernmental Cooperation;
8. Land Use; and
9. Implementation.
A "Recommended Plan" of the Town of Newton Year 2030 Comprehensive Plan and plan adoption ordinance will be available for review beginning August 1, 2009 at the Town Hall and at the home office of the Town Clerk. Residents and property owners are encouraged to review the plan and submit verbal and/or written comments at the public hearing. Written comments will also be accepted by the town at any time before the public hearing and should be sent to the Town Zoning Administrator at 6532 Carstens Lake Road, Manitowoc, WI 54220.
